Richard "Charles" Smith was born on July 9, 1958, to Minnie Mae and Willie B Smith. He was preceded in death by his wife, Evelyn Helene Smith, four brothers, and one sister. He is survived by his children: April Shabazz, Dion Smith, and Darcy Smith; 11 grandchildren; and 6 great-grandchildren. His sisters include Brenda (Charles) Blackman, Gladys Bowers, Connie (Jerry) Jackson, Betty Jackson, Loretta Livingston, Eronda Deal, Zondra (Caroline Faulkner) Harris, Tia Harris, and Shajuana Harris, along with his brother Vincent Smith.

Richard Charles Smith attended Little Rock Central High School and graduated. He then served in the U.S. Navy for four years. During his service, he was stationed in California, where he met Evelyn. They married in 1980, and Charles became a stepfather to April. In 1981, they welcomed their son, Richard "Dion" Smith, and the following year, in 1982, they welcomed another son, Charles "Darcy" Smith.

As a child, he attended Mt. Olive Baptist Church, later transitioning to the Seventh Day Adventist Church as an adult. Charles was an avid Dallas Cowboys fan and had a passion for fishing. He enjoyed teaching his sons the art of fishing, spending countless hours with them on the fishing bank.
